Eight government departments, led by the Ministry of Industry and Information Technology, have issued the "Implementation Guidelines for the 'AI+Manufacturing' Special Action." By 2027, China aims to ensure a secure and reliable supply of key core AI technologies, with the industry’s scale and level of empowerment firmly ranking among the world’s leading positions. The initiative aims to promote the in-depth application of 3–5 general-purpose large models in the manufacturing sector, develop specialized, comprehensive industry-specific large models, create 100 high-quality datasets for the industrial sector, and promote 500 typical application scenarios. The plan aims to cultivate 2–3 ecosystem-leading enterprises with global influence and a group of specialized, refined, distinctive, and innovative small and medium-sized enterprises (SMEs). It also seeks to foster a cohort of enabling application service providers who “understand AI and are familiar with the industry,” and to identify 1,000 benchmark enterprises. The goal is to establish a globally leading open-source and open ecosystem, comprehensively enhance security governance capabilities, and contribute a “Chinese solution” to the development of artificial intelligence.
