The plan has circulated and gained support among senior government officials in recent weeks and is currently in the preliminary conceptual stage, being one of several options for punishing NATO under discussion at the White House. The White House previously stated that Trump believes NATO has failed the "test" and will discuss "withdrawing from the group" with Rutte. According to two government officials, in addition to troop redeployment, the plan may also include closing at least one U.S. military base in a European country, possibly Spain or Germany. Countries such as Poland, Romania, Lithuania, and Greece may benefit as they are seen as supporters.
