Two U.S. officials and two sources familiar with the negotiations revealed that the United States and Iran are negotiating a three-page plan to end the war. One element under discussion is the U.S. unfreezing $20 billion in Iranian funds in exchange for Iran giving up its stockpile of enriched uranium. According to two sources, in the early stages of the talks, the U.S. side proposed unfreezing $6 billion for humanitarian supplies, while Iran requested $27 billion. Sources stated that the latest figure discussed between the U.S. and Iran is $20 billion.
One U.S. official indicated that this is the U.S. proposal. Another U.S. official described the "cash for uranium" concept as "one of many discussions." Meanwhile, the U.S. demands that Iran agree to ship all its nuclear materials to the United States, whereas Iran only agrees to "dilute" them within Iran. According to the compromise being discussed, some highly enriched uranium would be shipped to a third country (not necessarily the U.S.), and some would be diluted within Iran under international supervision.
