Today, the National Energy Administration issued a notice regarding the “Implementation Rules for the Administration of Renewable Energy Green Power Certificates (Trial).” The Implementation Rules consist of 10 chapters and 45 articles, providing comprehensive details on the division of responsibilities, account management, issuance of green certificates, transfer of green certificates, cancellation of green certificates, handling of objections, information management, and supervision of green certificates. They establish a well-structured, full-lifecycle management mechanism for green certificates with clearly defined rights and responsibilities, providing institutional support for the standardized operation of renewable energy environmental rights. The "Implementation Rules" shall take effect on the date of issuance and remain valid for three years.
