The Department of Industry and Information Technology of Shandong Province, together with several other departments, jointly issued the "Work Plan for Stabilizing Growth in Shandong’s Non-Ferrous Metal Industry." The plan states that efforts will focus on developing the "recycled copper smelting + urban mining" copper industry cluster in Linyi and the recycled aluminum recycling base in Binlinyan, while supporting the construction of an "Internet+Recycling" platform to improve the efficiency and coverage of recycled resource collection. The policy of a 30% immediate VAT refund on the recycling and utilization of scrap aluminum will be implemented. The dismantling and sorting processes for recycled copper and aluminum will be standardized, and the resource recovery of emerging solid waste such as used power batteries and photovoltaic modules will be promoted to form a comprehensive industrial chain for the recycling of renewable resources. Encourage recycled resource enterprises to “go global,” expand overseas channels for the collection of scrap copper and aluminum, and enhance the capacity to source recycled resources from abroad.
