U.S. Secretary of State Rubio outlined a three-phase process the United States plans to implement in Venezuela. Rubio stated, “The first step is to stabilize the situation in the country. We do not want it to descend into chaos,” adding that stabilizing the situation includes “isolating” Venezuela’s oil. Rubio said, “The second phase we will call the recovery phase. This means ensuring that companies from the U.S., the West, and other countries can enter the Venezuelan market on fair terms.” He noted that the second phase also involves reconciliation with the Venezuelan government to ensure that “opposition figures can receive amnesty and be released.” “The third phase is the transition phase,” Rubio told reporters, “and we feel we will move forward in a very positive way.”
