On February 25, Paul Chan Mo-po, Financial Secretary of the Hong Kong Special Administrative Region Government, presented the 2026–2027 Budget to the Legislative Council. Chan noted that Hong Kong International Airport is the world’s busiest cargo airport, with cargo volume exceeding five million metric tons last year. Passenger traffic reached 61 million, an increase of nearly 15% year-on-year. Hong Kong will seek to establish new civil aviation agreements and expand air rights with regions with development potential, such as the Middle East, Central Asia, Africa, and South America, to further enhance Hong Kong’s competitiveness as an international aviation hub. In addition, the departure facilities in Terminal 2 of the expanded Hong Kong International Airport will open in May, significantly boosting the airport’s overall capacity.
