The letter noted that the Department of Defense confirmed the relevant services would not be used by intelligence agencies, and that providing such services would require separate contract amendments. Sam Altman stated that the company would participate in policy discussions through democratic processes, and would refuse to comply with any directives it deemed unconstitutional. He also noted that some technologies are not yet mature and that the company would work with relevant departments to gradually improve security safeguards.
