There is a clear contradiction between actual enforcement actions and stated policy, leaving developers facing uncertain legal risks. Currently, the U.S. Department of Justice is still prosecuting and even securing convictions against multiple developers of privacy tools, including cases involving Bitcoin and Ethereum-related tools. Among them, Ethereum developer Roman Storm has been partially convicted, and prosecutors are attempting to revive the remaining charges. Coin Center warns that in the absence of "binding legal clarity," the act of developing privacy tools may still be held accountable based on user purposes (such as money laundering), exacerbating compliance uncertainty within the industry.
