The State Administration for Market Regulation Issues Opinions on the Criteria for Determining Serious Circumstances in Cases Where Product Quality Testing Institutions Falsify Test Results or Issue False Certificates
For cases involving serious circumstances, market regulation authorities shall impose strict penalties in accordance with the law, revoke the entity’s testing qualifications, and include it on the list of entities with serious violations and loss of credibility in market supervision and management in accordance with laws and regulations. Serious circumstances include issuing two or more false inspection and testing reports in key product quality inspection areas that relate to the safety of people’s lives and health as well as public safety—such as children’s products, road motor vehicle products, electric bicycles, fire protection products, hazardous chemicals, civilian explosives, building insulation materials, and products subject to industrial product production licensing or mandatory product certification—or issuing 10 or more false inspection and testing reports in the field of product quality inspection.
