Serious circumstances include issuing two or more false inspection and testing reports in key product quality inspection areas that relate to the safety of people’s lives and health as well as public safety—such as children’s products, road motor vehicle products, electric bicycles, fire protection products, hazardous chemicals, civilian explosives, building insulation materials, and products subject to industrial product production licensing or mandatory product certification—or issuing 10 or more false inspection and testing reports in the field of product quality inspection.
