U.S. Secretary of State Rubio stated that the United States is “about to implement an agreement” to receive tens of millions of barrels of Venezuelan oil and “sell it at market prices.” Rubio also confirmed that the United States seized two oil tankers today and said that Venezuela’s interim authorities hope the oil on one of the tankers will be “included in this agreement.” Rubio said, “They understand that the only way to transport oil, generate revenue, and avoid economic collapse is to cooperate with the United States.” Rubio described the agreement as the result of the U.S. “sequestration” of the oil. He said, “We will acquire 30 to 50 million barrels of oil. We will put it on the market and sell it at market prices, rather than at the discounted prices Venezuela has historically used. Subsequently, we will oversee how these funds are distributed to ensure they are used for the benefit of the Venezuelan people.” He added, “We hold the leverage to promote stability in the situation.”
