Shanghai: Eligible holders of the Shanghai Residence Permit may purchase housing in the city
The Shanghai Municipal Commission of Housing and Urban-Rural Development, the Shanghai Municipal Housing Administration, the Shanghai Municipal Finance Bureau, the Shanghai Municipal Taxation Bureau, and the Shanghai Housing Provident Fund Management Center—five government departments—jointly issued the “Notice on Further Optimizing and Adjusting the City’s Real Estate Policies,” which states that eligible holders of the “Shanghai Residence Permit” may purchase housing in the city. Non-Shanghai-registered resident households or single adults who have held a "Shanghai Residence Permit" for five years or more are limited to purchasing one residential property in the city and are not required to provide proof of social insurance or individual income tax payments. Non-Shanghai-registered resident households or single adults who have continuously paid social insurance or personal income tax in the city for one year or more as of the date of purchase may purchase an unlimited number of homes outside the Outer Ring Road and are limited to purchasing one home within the Outer Ring Road; those who have continuously paid social insurance or personal income tax for three years or more may purchase up to two homes within the Outer Ring Road. Holders of a Shanghai Residence Permit who have held it for five years or more are limited to purchasing one residential property citywide.
